is there a way, flag, xml config option for preferred
DHCP-Requests?
--> Can we create a own DHCP-Server, that will be
preferred from the Phone, over something like:
if IP from DHCP with MAC xx:xx:... take that
or, set one time the DHCP IP-Address in the Phone to
accept only IPs from there?
So that we have a DHCP-Range for IT (managed by
other), any we can define a DHCP-Range for the Phones, what managed from us.
(this i know from other Vendors what build the PBX and
Phones, there the Phone Searching for DHCP-Server from Vendor, if not exist,
after x sec, it takes IP from a other DHCP)
(In most Networks, we don't have access to the
DHCP-Server, or if with many troubles for DHCP-Leases and collisions, misconfiguration
...) :-(

unfortunately it's not possible since DHCP use broadcast to communicate its presence.
If you need to work in a network where you can't configure DHCP option 66 you can use other methods like:
